By signing HB 1311 / SB 1588, Governor Ron DeSantis completed the final legislative step required to implement HB 999, Florida's landmark constitutional money law enacted in 2025. The legislation ratifies the administrative rules required for HB 999 to take effect, ensuring the law becomes fully operational as scheduled.

Governor DeSantis transformed constitutional money from a little-known policy concept into a national public discussion when he devoted an unprecedented 45-minute bill-signing ceremony to HB 999. Framing the initiative under the banner of "Financial Sovereignty," he described the legislation as an important step toward restoring the monetary principles recognized in Article I, Section 10 of the United States Constitution.
